I've just been Googling that idea and I wouldn't be at all surprised.

I don't see the harm if it's 'strictly voluntary'. In the meantime, I'd assume Egypt will play a large part accommodating the population whist the re-construction happens.

Possibly in the case of Somaliland, Egypt would ensure that any accommodation there would be strictly temporary.
