my own view:

here you go:
remove Section 3 - its a black is white clause. if its black make it white.
Section 4 - Prejudices any subsequent hearing.
Section 5 - see above
Section 6 - Remove - this is the bit that slows everything down. Until there is judicial review on every law that may impact the HRA, there can be no action.
Section 18 and 19 are worth a look too.

You are the one who keeps making this claim! So expect to be challenged. Especially when there isn't a single article or report in existence to back you up. There are legitimate reasons to criticise the HRA. You don't need to invent non-existent ones about it being much harder to pass a law.

I was speculating on why the Tories chose a foreign country, rather than somewhere out of the way on UK territory. I had a vague memory that it might make certain legal challenges more difficult.

It was Labour who withdrew the whole scheme. The Tories finally passed it in the proper manner and were keen to go ahead.

Labour are actually looking at using centres in a foreign country, but in a different way. I think their plan is to process claims here and then send anyone who is turned down but can't be returned to their own country to a safe third country.

Other areas are not so organised and crime is out of control.
