There is absolutely nothing on that page, which I would consider as slightly useful to your problem.

All you need, is either a hole in each metallic part, a nut and bolt, plug suitable small cable lug, OR - instead of the nut and bolt, a self-tapper. The meatal bracket, and metal lamp-holder, both need to linked together by wire, and the wire terminating in a connector, into which your earth wire from the wall cable, also goes.

I don't know about that harry, the page contains lugs going down to 10mm.

IIRC the bulb holder is moulded onto the wire and changing it is not possible, I don't recall it being troublesome

She just needs to add the tag and earth wire then.

Would that make it safe? Also someone mentioned that the wires look aluminum as opposed to copper?

The wires are more likely tinned copper, if silver coloured, copper if copper coloured, or copper coated steel. The last option is the worst option.

So what use would a 10mm lug be to the OP?

It was several years ago I fitted a couple of similar units, from memory a vertical section through it is something like this

I didn't dismantle it but imagine removing the nut inside the brass cup will allow the bulbholder (shown black) to drop down and out, from memory I thought it was just a black plastic moulding, in OPs image it does look metalic but it wasn't something I studied in detail. I did megger/insulation test between the metal cup and wiring and found no issue, equally when wired and in use I found nothing to be concerned about.
If the holder is metalic then a tag can possibly be fitted thus:

with the wire passing through a tiny hole in the back
