It's not what the police think, it's what the "victim" or anyone else thinks or beleives on behalf of the "victim". That's the difference as that's crucial.

Verbal abuse, threats or name-calling can be a common and extremely unpleasant experience for minority groups.

Doesn't the idea of a slippery slope have you the slightest bit concerned for the potential to errode your right to free speech? The fact that there is no absolute definiton of what is 'verbal abuse' should have you worried. If you even hint at the slightest of criticism and a person considered to be a member of a minority group finds that to be offensive, in the wording of the met, it is a hate crime.
