This thread is getting very far from reality.

A hate incident is an obligation on the police to record it for statistical use.

A police officer may arrest on the reasonable suspicion of an indictable offence plus a few other scenarios.

A decision to charge is based on the prosecution threshold assessed by the CPS. A crime, evidence and the public interest along with a reasonable prospect of conviction.

There have been a few cases of police social media teams engaging in public spats with the public only to end up compensating them for breach of the data protection act.

The bloke posted a video of a dog, uttered a few words (not even at anyone) someone got offended and now the bloke has a criminal record. Not a video of a beheading or child porn, of a dog. Based on someone (no one in particular mind) just some randomer claiming to be offended.
