Even if you have reserved a slot, it has to be roadworthy. The MOT just confirms it was roadworthy, fit to pass the test, at the time and date it is presented - if it passes.

And if it fails, and is classed as dangerous, you can't drive at all until repairs have taken place.

Minimise by not traveling five miles before your exercise, and your local area means not traveling five miles to a reservoir that is not where you live.

 
Regulations are the law, not "the guide".
It's guidance on how to keep within the law, not a guide to think up clever ways to dodge it.

I would suggest the fact that the reservoir was significantly void of people would suggest that the guide was clear for a large part of the population who lived five miles away, or nearer or further.
 
I've just come back from being out out, not one copper on the roads but loads of cars driving everywhere.

Yes, it's not like first lockdown. Thankfully I think people realise that whatever the government says, whatever bs 'stats' and scare stories they use, we have to carry on with life and take our own risks as a society. See lots more people out and about and lots more people in supermarkets, etc not bothering with masks. Slowly the message is getting through to people that enough is enough.

Because if we don't start putting our foot down this is going to run and run. Even after the vaccine. Some people kidding themselves that the vaccine is the watershed after which life starts returning to normal. Once they see that we accept their boots on our necks, they aren't going to remove them any time soon.
