Failed EICR-is is justifiable to change RCD box(fuse box)

Hello everyone, I need your opinion please. I have got a failed EICR report.
It does not seem right to me, since the fuse box consist of a number of switches, and why electrician wants to replace the whole box? Maybe he is right, but I need your opinions please.
I attach the report.
Also, for a new fuse box he wants to charge £150.00 Must be one of the most expensive on a market.
In his letter:
"Remedial worksElectrical Remedial Works: Works to existing consumer unitMinor rewiring: NoRCD – Residual Current Device: 1 £150. Rcd has failed to disconnet in the stated times and needs replacing with a new one Total Price£180.

Nothing there suggests the whole consumer unit has to be replaced.
£180 would be at the high end of pricing to replace one RCD in a consumer unit.
Replacing the whole consumer unit would be significantly more.

How much did you pay for the EICR, and how long was the person at the property?

is it £150 to fit/replace & £30 for the material RCB
Depending on make/model TLC price is £15-£40
The RCD box is £150.00 and a work of £30.00. He mentioned no rewiring needed

He was about 30-40 mins (it's a small one bedroom flat) and I paid £100.00. I was not present myself, the tenant was there

13 circuits and 40 minutes is 3 minutes per circuit, assuming 100% of the time was spent actually testing and inspecting.
Clearly that is impossible.
 
I have the feeling that the OP should thank the guy for his EICR and get someone else in.
 
So he tested 3 RCBO's
And 2 RCDs - 1 of which failed


He's only going to charge £30 labour to replace and produce the necessary PASS paperwork.
So its swings and round-abouts.

Overall it seams you have a good CU layout. And overall cost of EICR and repair isn't bad

It is what it is, but I wonder why the spark fitted 13 circuits in a 1 bed flat?
