It's already got the proportion of non compliant vehicles down to below 4%. The political cost to ban those 4% of vehicles will give far less benefit than if the energy is spent on, for example, better bus networks.

But of course you don't actually believe they should be banned, you're just crying hypocrisy and flinging red herrings around with gleeful abandon.
