A fairer way without spending a single penny let alone millions on ULEZ cameras would have been for khan to say "From today, only non compliant cars currently registered in the zone will be allowed to be driven in the zone and there will be a hefty fine (not a charge) if used in the zone. No new registrations in the zone of non compliant vehicles will be allowed. That way they would naturally expire over time and not have forced people into scrapping perfectly serviceable motor vehicles.

Yes, and then when SECAMBS refused to send their ambulances in because they'd be liable for the fine it would have been fine and no one would have complained.

And all the taxi drivers who live outside the zone wouldn't have minded in the least.

The army's white fleet wouldn't have minded either, nor would other police forces.

Hearses would have been fine, I'm sure they're all electric by now.

And all the trades that live outside inner London but work inside the ULEZ on occasion, they wouldn't have minded the fines.

Or anyone who lives just outside the line, the extra charge is bad and got plenty of press but a full ban would have been A-OK.

And how would you avoid having the cameras if you're still going to enforce your silly ban?

In Motties world they can't, presumably. He might have meant to only ban non compliant vehicles registered in the ULEZ zone in which case most of the problem vehicles would be exempt
