I like the Express. I've noted they've moved away from UK braced for coldest/hottest/stormiest/averageist weather since records began. To killer asteroid/comet/volcano etc. Quite a hoot.

Yes it does, by omitting facts stories can be spun to any narrative you choose. All news sources are guilty of it to varying degrees.

It means the BBC are impartial. I think that was the point Vinty was trying to make.

I'd say by creating diversity and including all people, no matter background/ethnicity etc etc, they are becoming more impartial.
It was stated that the BBC is impartial.

The link you put up is about diversity in programmes and staff. I don't think it's totally relevant to impartiality in reporting the news?

I still am not sure if the funding in your link applies to the news 
As for the rest of it, yes, it will improve impartiality because it is striving to be more inclusive of everyone. People won't like it though..
