I like the Express. I've noted they've moved away from UK braced for coldest/hottest/stormiest/averageist weather since records began. To killer asteroid/comet/volcano etc. Quite a hoot.

It was stated that the BBC is impartial.

Is positive discrimination impartial in itself and will it result in more or less impartiality in its reporting?

The link you put up is about diversity in programmes and staff. I don't think it's totally relevant to impartiality in reporting the news?
 
Alright, perhaps I should have written "...and will it result in more or less impartiality in its reporting and programming?".
 
I still am not sure if the funding in your link applies to the news :)

As for the rest of it, yes, it will improve impartiality because it is striving to be more inclusive of everyone. People won't like it though..

Will the diversity proportions equate to London, the country as a whole or North Devon?

Plus - it's 100 million pounds.
