Should the US consider such a thing an affront to their personal liberty, what would the UK do?
Ban them or forget about it?
If you can't provide proof you've been vaccinated then they will need to isolate for X days and take three Covid-19 tests.

Now if the US as a government refuses to help provide a joined up way for their citizens to demonstrate their compliance as it's an affront to their liberty, then some medical insurance company will no doubt find a way to produce a certificate that will meet that need.

But of course they will.
 
Don’t be daft. 70 million people are hardly likely to be going on holiday abroad at the same time are they?
It isn't a case of how many at one time, it's the potential for anyone to be going. So the system has to work for everyone.
 
No. You apply before you go. Just like a passport if you don’t have one.
So an internationally recognised and agreed format is required, and people have to apply for it before going on holiday. When and where is this international convention to agree on the design and use of this passport scheduled to take place?
Otherwise, why not go back to what I said earlier, and have a visa type approval issued by the destination country.
You provide proof in UK to the local embassy, and the destination country issues you a 'Covid Visa' to accompany your passport.
