I think that if shopkeepers provide adequate waste bins they have done all that can be expected to avoid littering.
Yobs litter, even when bins are provided. I've seen it many times. How can the shopkeeper be held responsible for these irresponsible people's activities? And exactly how far away from the shop does it become the yob's responsibility rather than the shopkeeper's?
Again, CCTV might provide a solution - provided it is supported by adequate sentencing rather than the ubiquitous 'caution' or 'verbal warning'.
