Surely you can't change for a consumer unit change if it's not working properly.

The unskilled guy probably expected he could make a fast buck, just swapping a CU, then found he was out of his depth when it went wrong. I think the OP may find the guy doesn't have a brother able to sort it out at all, it was just and excuse to get out of the house with the money.

A single lighting circuit for the whole place, so probably not a 'borrowed neutral' issue, more likely a neutral - earth fault, maybe a floorboard nail through the cable somewhere.

Old 4 circuits. New 9, very likely most are not connected to anything.
Cheapo non-compliant dual RCD effort , which is next to useless.

Most likely you do have a fault on the light circuit.
Get an electrican with proper test equipment to investigate

or you may find disconnecting the light circuit in the middle may get some of them working.

John, I presume you do not agree, but given the sort of people likely to look in a place like this as source of information and advice, I personally don't think it's necessarily ideal for them to find your ('repeated') assertions that dual-RCD (i.e. not all-RCBO) CUs [which I presume are still the ones most commonly installed] without SPDs as "non-compliant", let alone "next to useless".
