No, I didn't say they were overloaded. It is a grey area because strictly speaking STGO trucks are supposed to give 2 days notice before they use a particular route. These regs were meant to give the planners a degree of control over large or heavy loads in their areas.

You should record all details in an accident regardless of what the other vehicle is anyway.

Although all vehicles have max GVM or GVW it is the axle weights that matter here. If a steering axle has a max axle weight of say 9 tonnes this is more or less what a recovery truck lifts. ( unless the casualty is overloaded)

Axle weights are why you see the very big loads with dozens of wheels so the spread of the weight is less.

If you can be bothered reading the link the difference with ordinary and road friendly means steel or air suspension.
