It has to be made mandatory to protect stupid people
My understanding is the Govt and companies involved would be within their legal rights under health and safety law.
She had a bacterial infection, not a viral infection.
Without googling, I know she was forcibly quarantined for many years in order to protect public health.

I have to wear safety boots, and a load of other PPE and when working in Falklands Yellow fever injections were required if travelling on RAF planes, I did not need it to go to Falklands I did need it to return. It is nothing new employers have for many years been able to insist on PPE etc.

If you make it compulsory you change the whole basis of risk, liability and consent. For that reason no employer or state is likely to mandate it.
