The 9 kW electric heater needs a cable. That is no secret. You size the cable to suit. No secret.
Cable sizing is easy to google, cable heatspecs are not. That is why I asked you in my post what the heatspec was, not the cable size.

One quality, combi and cheap B&Q cheapy for backup. Both using the same gas pipe, as they will not on at the same time.
Again..The two combis are cheaper to fit.

How can you apply the diversity factor to get away with a gaspipe that is only sufficient to feed one boiler? You can not guarantee that the the user won't turn both boilers
