Perhaps they might have popped down to the planning department, had a look on the GIS map, then worked out the size of the planters and thought... hmm if we replace the planters with those that are 3X bigger and 2-3 times as many, might it make the place look like some northern Ireland street road block during the troubles? or since social distancing rules are revoked maybe we don't need them at all?

As they say in business - a £1 spent in design is worth £100 fixing it post production.

Fundamentally, the problem is - councils are run by councillors and they have no particular expertise in the areas they have responsibilities.

Hence the argument that councils are run by idiots. (noting that nobody said all, but nor did they say some). My view - it's part of the model. Votes get you in power, not skillset.
