We’ve seen what a new virus can do to the entire world (apart from China) within just few months.
Are there any restrictions on what countries are allowed to carry out biological experiments, similar to nuclear enrichment or is it a free for all?

Using the exaggerated official figures,
1 in 100 (1%) of population have caught it, 1 in 45 (2.2%) of them have died and
1 in 4,600 (0.02%) of population have died.
 
Anyway, back to the question. Is biological “stuff” globally regulated?
Coz it bloody well should be after this mess.

I see you still haven't twigged that the death rate hasn't been all that bad BECAUSE of massive global intervention by governments to reduce spread.

And the official figures haven't been exaggerated you need to go and think about the difficulties of collecting data from causes of death.

Methodology for establishing route cause of death is very difficult.

1.85 million positive tests, out of a population of ~67 million is 2.76% of the UK population.

of those 1.85 million positives there have been ~64,000 deaths which is 3.45%

64,000 deaths out of a population of 67,000,000 is 0.01% of the population.

False positives, with or from covid, neglected other treatments, excess deaths calculated from low average, etc. etc.
