The offer to retract/make a donation/say an apology was still on the table up till August 4th 2015. There was no rapid withdrawal of the offer. Her request for an apology was sincere.

What agenda? Nowhere on the 18th May 2015 does Monroe rescind the offer to apologise/make donation etc.
Ms Monroe tweeted again at 7.36pm: “I’m asking you nicely to please delete this lie Katie, and if I have to ask again it will be through my lawyer.” (With a link to the First Tweet) (4) At 8.14pm
Ms Monroe tweeted again, this time using Ms Hopkins’ Twitter handle: “Dear @KTHopkins, public apology +£5k to migrant rescue & I won’t sue. It’ll be cheaper for you and v. satisfying for me.”
Where does she say she's rescinded her offer in these tweets? What do you think the words say in paragraphs 19, 20, 21? I can help with that....
(21st May 2015) The letter requested a correction and apology, an undertaking not to repeat this or similar tweets about Ms Monroe, payment of a “substantial donation” to a charity of Ms Monroe’s choice, and payment of legal costs. The form of correction and apology Ms Monroe wanted was spelled out: “A tweet to be sent at a date and time to be agreed, ‘I was confused about identity. I got it wrong. @MsJackMonroe I’m sorry. I have made a substantial donation to charity at her request.’”

A letter of complaint was sent promptly by Ms Monroe’s solicitors, Seddons. On 21 May 2015 they wrote to Ms Hopkins c/o STH Management. They said, among other things: “… the words were highly defamatory of Ms Monroe and have caused a huge amount of stress and trouble. Despite those tweets being made by Ms Penny, it is clear that you thought they had been made by Ms Monroe. Quite clearly your followers, who number over half a million, shared the confusion that you promoted and consequently Ms Monroe was subjected to a torrent of abusive and vile comment. When it was pointed out by you to Ms Monroe that you had made a mistake you decided not to take action but instead aggravated the position by tweeting (at 9:47pm)…”

Monroe said of the news: "My offer of a cup of tea still stands if she wants to talk about it ... Lots of people are celebrating but I’m not. It's a sad, lonely sort of anticlimax. It’s really crap and I feel really bad it’s all ended up like this. I thought she'd just say sorry."
An apology would have made it all go away without the expense or the court action. Repeat, at mbk, an apology would have stopped it going to court.

The request was to delete the tweet - it was complied with. The subsequent request was to pay 5k to a charity that Hopkins would consider toxic. In order to be "v. satisfying for [monroe].”
This is not a sincere offer.

It matters not. The offer was sincere and continued to be long after the initial spat. Monroe made it clear right up until it went to court that if Hopkins apologised at any point, she could have stopped proceedings. Hopkins never apologised once and didn't even bother with a more favourable (to her) counter offer.

No where in that twitter exchange does Monroe rescind her offer for an apology/donation/retraction. Quite the opposite.
At 7.33pm Ms Monroe tweeted in these terms: “I have NEVER ‘scrawled on a memorial’. Brother in the RAF. Dad was a Para in the Falklands. You’re a piece of s**.” (With a screenshot to the First Tweet)

NEVER throughout the whole spat, did Hopkins apologise. Nor did Hopkins bother with a counter offer. Conversely, throughout the whole spat Monroe repeatedly asked Hopkins to apologise. Hopkins ignored all Monroe's' attempts to reach out.

Monroe asked for Hopkins to post a tweet - saying she made a mistake - Hopkins did
Hopkins' lawyers also responded to the 2nd letter before action and there was a lengthy exchange exploring the element of harm, necessary for a defamation claim.
Do you think you run up 300k of legal bills with just 2 letters and a court hearing?
