In a country where guns are not readily available, and violent random nutters don't have semi-automatic rifles, a narwhal tusk is sufficient to overpower a murderer, as long as a Polish chef or other Eastern European immigrant is nearby.
They would just have to learn. It isn’t that difficult to do the basic firearm training on handguns.
I know in real world that firearms are cumbersome, dangerous and a huge responsibility to carry.

Hardly the smartest place to hold a gathering of dangerous offenders and would-be terrorists, at one end of the bridge where terrorists had recently taken a number of lives.
And certainly won't allow us to arm ourselves.

Not trying to be rude, but what qualifies you to claim that most of the police could never pass the firearms training?
And there are different levels of firearms training. (Only the specialist armed police require extreme training).
Most of the rest of world have armed police, so why would most of the British police be incapable of basic firearm handling?
It is just something we will have to get used to, - British police carrying a side arm. It is the modern world and as necessary as the police moving from carrying a police whistle, to being issued with radio communications.
I would prefer if police could manage with just a taser gun, but that is useless in many situations.

I read in a news report that the (fake) explosive vest was worn because the nutter knew the police would then shoot to kill and he would become a martyr and go to paradise and be met by the seventy two Ann Widecombes.
