It can be a grant and a loan, it entirely depends on comparable commercial rates. If any part of it is better then its a grant.

How come the EU are relaxed about movement of Ford vehicles into the EU's single market from Turkey but are having a heart attack over movement of vehicles between non EU United Kingdom and the EU?

You tell me. I don't make the rules. Perhaps they build 'em cheap and export them expensively, but still cheaper than the UK can turn them out.
