The police didn't.
The case was tried in court with lawyers and stuff. The bloke actually went out of his way to be offensive. He admitted as much.

Ho hum.
Is it a criminal offence these days to be offensive, if this bloke and his dog went out of his way to be offensive to Jewish people and no Jewish people felt offended enough to complain ,what is all the fuss about

It was David Baddiel actually, he said that Sasha Baron Cohen makes jokes about Jewish people shape shifting into cockroaches ,he also said people have the right not to be taken seriously.

By the same token you can't pretend that one unoffended people proves that nobody was offended, or that publishing the clip online did not constitute a crime under the Communications Act.

I'm saying David Baddiel is not a spokesman for every Jew or gentile that was exposed to the video. Nor does he have an influence upon British law.

Not once it is written into UK law, no. By the way, many Jews consider the words "gas the Jew(s)" anti-Semitic, despite what Baddiels' publicity stunt says to the contrary.

If a scrote pi$$ed up a war memorial in the middle of the night, when no one was around, would you expect the rozzers to act upon CCTV footage if they new who the perp' was? Do people (the public) need to witness the deed when considering charges for urinating in a public place?

You can't compare like with like, ****ing on war memorials is illegal 100% defining what is offensive is more tricky, you can be offensive without breaking the law or you can be offensive and break the law, you can't **** on a war memorial legally you can only **** on a war memorial illegally, the police and the DPP don't have to decide wether or not ****ing on a war memorial is an illegal act.
 
I think we have been mislead by woody's "quotes" in the OP which I at least thought were from the Met Police article - but they don't appear to be, and

nowhere does it say you can be prosectuted for something which is not an actual offence.

It all depends what you define as anti semitic,the powers that be have decided that this bloke and his dog had committed an offence but others would disagree.
